Transfers

(I) Subject to The Football Association Rules dealing with players without a written contract when a player desires a transfer, the Secretary of the club the player wishes to transfer to shall send a written request direct to the League Treasurer in order to obtain a transfer form at a cost of £20 and then submit the fully completed transfer request form to the Registrar along with 2 current passport photographs of the player and 2 fully completed Identity Cards.

            Should the club holding the players registration object to the transfer it should state its objections in writing to the registrar and to the player concerned within 7 days of receipt of the transfer form. Upon receipt of the clubs consent, or upon its failure to give written objection within 7 days, the Registrar may, on behalf of the Management Committee, transfer the player who shall be deemed eligible to play for the new club from such date. A player is not entitled to more than one transfer in any one season. No team shall be allowed more than two transfers into their team during the season.

            In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision.

 

            (J) A player may not be transferred to another Club in the competition prior to November 1st nor after February 1st in that season except by special permission of the Management Committee.

 

            (K) A club shall keep a list of the players it registers and a record of the games in which they have actively played, and shall produce such records upon demand by the Management Committee. Registrations are valid for one season only.

 

            In the event a club has more than one team in an age group, each team must be clearly identifiable but not designated A or B or 1st or 2nd.   In such cases, players will be registered for one team only. A player so registered will be allowed to play for his club in a younger or older age group within the provisions of Rule 8(b) with an Identity Card having been issued by the Registrar to cover each team. Where there are two teams from the same club playing in the same League, both the home and away games between those teams must be completed by 30th November in the playing season.

 

            (L) A register containing the names of all players registered for each club, with the date of registration, shall be kept by the Registrar(s) and shall be open to the inspection of any duly appointed member club representative at all Management Committee meetings or at other times mutually arranged. Registrations are valid for one Season only.

 

            (M) A player shall not be eligible to play for a team in any special championship deciding match (as specified in Rule 12A) unless the player has played 3 or more league games for that team in this competition in the current season.

 

            (N) Any player, whose team withdraws from the league after February 1st in that season, shall not be eligible to play for any other team in that playing season except by permission of the Management Committee.

 

            (O)       (i) Any team playing an unregistered or otherwise ineligible player or players may have the points gained in the match deducted from its total and the game may be awarded to the opposition and be fined up to a maximum of £200 per player, per match and or otherwise be dealt with at the discretion of the Management Committee.

            (ii) The Management Committee may at its discretion, award the points available in the match in question to the opponents, subject to the match not being ordered to be replayed.

 

            (P) (i) Priority must be given at all times to school and school organisations activities

            (ii) The availability of children must be cleared with Head Teachers (except for Sunday Leagues)

            (iii) Players shall not play in a match involving players who are more than two years older.  

            (Note: for players under the age of 18 the provisions contained in Football Association Rules will apply.)

 

            (Q) A Club may seek permission from the Management Committee to cancel the registration of a duly signed player if the player is no longer an active member of the club. Any players registration so cancelled by a club shall have his registration held on a separate register by the Registrar and upon an application being received by another member club for his registration in the current playing season the player shall be classed as being a transferred player and will be subject to the rules regarding transfers as set in these rules. The said players transfer fee of £20 may be waived at the discretion of the Management Committee upon application from the club so desiring the player’s registration.

 

            (R) It is mandatory that Managers inspect their opposing team players Identity Cards prior to the kick off of each match. Failure to do so shall incur a fine of up to £50. Any team failing to produce Players Identity Cards for inspection will be fined up to £50 and the opposition has the right to refuse to play the fixture and put a protest before the League Management Committee who may award the match at their discretion subject to an acceptable explanation not being received. Should both teams agree to the match being played, the management committee will not entertain any subsequent appeal as to validity of players involved or the match result.
